Let's define two terms to start off:
information is bits of accurate data - "the moon is a satellite of the earth"
disinformation is bits of inaccurate data - "the moon is made of green cheese"

A system with all disinformation is not stable. The boundaries of reality will keep impinging on it, creating information feedback which must be reinterpreted as disinformation with more and more energy. The web of lies grows more and more complex.

A system with all information is also not stable. There will at any moment, be gaps in the understanding of reality which can be filled in with disinformation, thus polluting the system. People will have no defensive filters against this disinformation, because up till that point, everything will have been true. The more information there is relative to disinformation, up to a point, people grow naive and become susceptible to disinformation.

The optimal situation is one where both information and disinformation are increasing. This will force a higher level of rigor and skepticism, as the value of knowing what's going on increases, and yet allows information to be known should that filter hold.
