The GURPS thing is interesting. It led to a discovery of certain difficulties in human simulation. It's all well and good to blithely make up a scale and tweak the mechanics to make play balanced, but a balanced game can make for a bad simulation.
People are uneven and eccentric... not cleanly distributed into bell curves. (for instance, evolution itself balances things so there is a top-weighting... fall too far below average and you can't reproduce, but people can go way the hell above average)
