Hmmm, yes. And the scummy presidents (or hopefuls) have dangerously clueless dolts as veep (McCain/Palin, GHW Bush/Quayle). In either direction, I think it functions as a sort of anti-assassination insurance. Admittedly, it didn't work as such for JFK, but that's perhaps because JFK resisted, and the insurance policy was activated.
