i can't say i've noticed a great change in the skies. i have definitely noticed the change in air quality for my city over the last 15 years as it nearly tripled in size over that period.
driving in to austin now reminds me of the air quality videos we used to see for Los Angeles in the 80s. you can make out the same grey-brown haze.
Parisian skies, often overcast, light grey. When not, metallic blue, hurting my eyes, even between clouds if there were any, and by night, glowing red and starless because of all the streetlights. The first time I saw the Milky Way, I was 20, working in a farm in the Southwest; a wonderful sight.
Clear and blue, astonishingly so and in that way that you only see at altitude and in the desert. Vegas was still a relatively small city yet, so the light pollution was only from the Strip and Downtown; you could drive 15 minutes in any direction and be completely away from it. At night out in the desert, the stars were thick in the sky, sharp and brilliant.
I paid more attention to them, I think. Well, I grew up in rural eartern Connecticut, and later moved to Seattle, and here it's almost always too cloudy, or too washed out from the city lights, to see many stars, so there was more to pay attention to.
I can say nothing of daytime skies, I suppose. I avoid sunlight whenever possible. :)
