An interesting read. My biggest problem was in disagreeing that some of his points that imply they are a "bad" thing are really all that "bad". E.g.:

"Devolution is both the process of degeneration and the surrender of governmental powers from central authorities to local authorities."

Found in his first paragraph, I see the surrender of gummit powers from central to local as a very good thing. And "degeneration", of course, is a very loaded subjective judgment.
